For eyeshadow definitely green because it's close to blue it both matches and contrasts it at the same time. For eyeliner rock the black
i would try peach or pink eye shadow and blue eye liner will really make your eyes look very beautiful.!
Eyeshadow:


~a bronze, gold, or peach earth tone would make your eyes stand out


~smoky blues and browns would work if applyed correctly


Eyeliner


~use a liner pencil (grey or black) and put liner across the lash line on upper lid


~use a sparkle liner on bottom lid


~don't use both at once

For Blue Eyes: Baby blues are best accented by brown or navy liner. Charcoal or grey shades are nice for a bit of drama goes for eyes shadow and liner

Well, I have blue eyes to and for eyeliner I use either blue, black, white, or brown. Those colours really make blue eyes pop(good for eyeshadow too). When doing eyeliner line the whole top lid to make your eyes look even bigger.

definitely wear earthy warm colors! like the ones above i agree you should go to a specialist or go to a place like sephora and play around a bit til you find some colors that make your eyes pop!
u should put bright pink eye shadow on, there is some stuff i use called HIP and then put some black onyx covergirl eye liner on
