OK, not so sure what you mean by that but it could be primer you are talking about. Before applying eyeshadow its always best to prime your eyes to prep the lids for the shadow to prevent fading, creasing and help the shadow(s) look more vibrant. There are many primers that makeup brands have, such as Too Faced's Too Faced Insurance, Urban Decay's primer potion and MAC has some primers too.
2.) Concealer:
Hides blemishes, dark circles, redness and other imperfections on the face. You apply this before putting on the foundation in order to get a more flawless face. It can also act as a primer for eyeshadows. It evens out the skintone on the eyelids too if you have veins on your eyelids.
3.) Makeup comes in different finishes, depending on the product. Matte finished eyeshadow or other facial cosmetic is going to be strictly color and dull, to be blunt. No shimmer, glimmer, or pearl finish will be there. Makeup that is shiny is probably makeup with a pearl finish or a type of finish of somesort that has sparkle to it.

The black stick could be some sort of eye primer. (But I don't know any eye primers that come in a black stick thing) Or, it could also be an eyeshadow stick. Some people use it as a primer.
Concealer is used to cover up blemishes that foundation can't. (like redness, acne scars, etc.) It also comes in color correcting shades. (like green for redness, etc.)
Some make up have shimmer in them, some are matte, some have glitters, some are frosty. It depends on your liking which ones you want to use. If you're talking about why some make up look shiny on the face, and some matte, it could be because of the skin type of the person using the makeup. There are people with oily skin, dry skin, and some with combination skin.
either the blackstick is eyeliner like people are saying or you are talking about a shadestick which is applied all over the lid to make a sticky base for your eyeshadows.
concealer is used to conceal your undereyes or any blemishes you may have. some makeup gurus on youtube use concealer as a base for their shadow also. but i would suggest a primer rather than that.
make-up depends on the skin. if its shiny they might have moisturizer prior to applying make up or their skin is oily so it got a bit shiny. if its dry they probably didn't moisturize or their skin is dry.

Most likely the black stick is the eyeliner. But I have never seen someone put eyeliner on their top lid before applying eyeshadow. If they put it on the bottom of their eyes it is positively eyeliner.
Concealer is used to even out the face and hide certain things like your pores, lines, blotches, acne and/or wrinkles. It can be used for anything.

1) eyeliner. that could be in the stick-form or liquid.
2) concealer. it is used to cover blemishes or skin imperfections. Buy something that's closest to the color of your skin.
3) Could be because your skin is too oily. You know, the make-up's reaction to the skin could cause such things.
i think the thing that people apply before eye shadow is probably eye liner which can go on your bottom of your eye too or it could be mascara which goes on your eye lashes.

concealer = stuff that you put on your face like face paint, its the same colour as your skin and makes your skin all look one colour and covers zits.
dry makeup is powder. shiney makeup is liquid.
the black thing is eye liner and conceler is used to cover the dak ciecles on the bottom of ur eyes come on im 11 and i know this
