use a sponge tip applicater and dip it in the eyeshadow but dont get alot! look up and put it on as close the the lashline as possble by small strokes. before you put it on,put loose power on underneath your eye so if you get fall out (eyeshadow on your cheeks or under your eye) you can just brush it away with a blush or powder brush this video may help just use the eyeshadow as eyeliner if that makes since lol

There's lots of different ways in which you can vary how you put these types of eyeshadows on! I understand by the term 'panda eye' sometimes if you have a darker colour of eye-shadow such as green or blue and you put it all over your eye lid, then it can look a bit pander eye ish.. and can make it look a bit severe. Why not try getting a make-up brush and just use the eyeshadow as you would do as an eyeliner, and do a thin line across the bottom of your eye lid.. or you could always try two-toning? and try experimenting with two different shades of eye shadows. I would recommend not using two colours that are similar in colour or that clash! If you use a light and a darker colour this will blend well and look more effective! I hope this helps! i've never used dazzle dust, but i am guessing you are asking about 'fall out'
things you can do to prevent/stop fallout....
1. do you foundation 2nd, so that you can wipe off any 'panda eye'
2. use a piece of non-sticky tape below the eye so that color doesn't go on to the skin.
3. hold a tissue on your under eye
get a thin, pencil brush a little wet and smudge the eyeshadow on top of your eyeliner... blend out.
don't use the little sponge applicators, you really should use a brush
You need a thin angled eyeshadow brush or if you don't have one, a lip brush as the normal sponge tipped applicators are far too wide for this job. Wet the end of the brush and dip in to the dazzle dust and draw a line straight under the lash line. Go over it a few times to build up the intensity you want et voila.
First you need the right tools. Use good eye shadow brushes and for for the line under your bottom lashes use a liner brush and when you apply the eye shadow, put it as close as possible to your lases, if the line comes out to thick, use a cotton swab to make it thinner. I would also recommend you to use a base for your eye shadow. I use this one from MAC and the eye shadow look beautiful.

It doesn't have to be MAC, any good brush that shape is ok.
Make sure that you place some loose translucent powder under your eye first then any 'spillage' can easily be brushed away with a larger face brush.
aww in order to put those eyeshadow a line and everything to look neatly;
they require those special brushes for eyeshadow only; they have this real thin one and thick one to go all over like this one

Find pics of the kind of make up you want to achieve and just keep practicing until you feel you've got it right!
I would also recommend gettin a decent set of proper make up brushes - they can be expensive but they are deffinately worth their money. Couldn't live without mine now - they make applying much easier and gives you more room to experiment.

Some people have those very thin brushes (almost like mini paint brushes) i forget what their called lol
You can use only the very tip of your eyeshadow brush
